Scott Donald says a human review of a machine decision has to run on different criteria from the decision itself, or the reviewer simply arrives back at the machine's answer.
Thin oversight fails on substance, because ten minutes of checking will not catch what a system spent longer and more rigorously producing. Thick oversight fails on cost and on law: dedicate two people to the task and a tribunal can decide the model was beside the point, examine what those two actually did, and leave the fund where it started with a larger bill.
